Cotlan Capital is a Texas-based private equity group focused on land acquisitions and entitlement execution for accredited investors. We acquire land at disciplined basis, advance approvals and site plans to reduce uncertainty, and position assets for sale to builders and developers across residential and commercial end markets. We do not perform vertical construction.

We identify land with upside and pursue acquisitions where pricing, jurisdiction, access, utilities, and demand drivers support a realistic entitlement path and a definable buyer universe.

Engineer, Plan & Advance Entitlements

We coordinate planning and engineering to define use, density, access, and infrastructure approach—then pursue zoning, platting, and permitting milestones that improve certainty and marketability.

Package for Disposition to Builders & Developers

We compile a clean, buyer-ready package—site concepts, approvals status, maps, timelines, and supporting materials—so downstream buyers can move directly into execution.

Our Workflow

    Source & Underwrite

    We target Texas land where entitlement progress can unlock value, and we underwrite feasibility, jurisdiction, utilities, access, and exits.

    Control the Asset

    We negotiate terms and move under contract to create the runway for diligence and definition of the entitlement strategy.

    Capital Formation (Compliant)

    With the asset controlled, we raise capital through proper structures supported by counsel and offering documents as applicable. Investors participate alongside a disciplined, asset-backed strategy.

    Entitle & De-Risk

    We coordinate engineering and entitlements to improve certainty. We do not perform vertical construction.

    Create Value Through Definition & Carve-Outs

    We refine use and phasing and may sell portions of larger tracts (e.g., carve-outs for residential, commercial pads, or multifamily sites), improving overall pricing and liquidity.

    Exit to Builders & Developers

    We sell entitled or partially entitled land to groups positioned to execute development, delivering a clean path to the next stage.

Cotlan Capital was built around a simple observation: land deals don’t fail because the thesis is wrong—they fail because execution isn’t defined. Pricing gets disconnected from approvals, timelines get assumed, and the buyer at exit is treated as an afterthought.

We structured our platform to solve for that. We control land at disciplined basis, define a realistic project path with planners and engineers, and advance the entitlements that reduce uncertainty and increase marketability.
